Page 17 of 18 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />FISCAL IMPACT <br />The City’s General Plan Maintenance Fee, which is a fee applied to every building permit the City issues, <br />is intended to support updates to and implement the Redwood City General Plan. Implementation of the <br />General Plan may include actions to further General Plan policies (e.g., amendments to the Zoning Code) <br />and ensure City policies and regulations are consistent with State law. The fiscal impact of actions related <br />to SB 79 are the following: <br />City staff analysis of SB 79 and preparation of local temporary exclusion ordinances for City <br />Council consideration to implement SB 79 are funded through the General Plan Maintenance Fee. <br /> <br />Adoption of and implementation of an SB 79 local temporary exclusion ordinance would have no <br />fiscal impact. <br />Development of a TOD Alternative Plan pursuant to SB 79 would be paid for through a <br />combination of funding from the General Plan Maintenance Fee and other funding sources. Due <br />to ongoing planning processes with significant geographic and scope overlap, City staff anticipate <br />leveraging funding and work completed through the MTC TOC or the GDAP projects. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. Additionally, pursuant to California Government <br />Code Section 65912.160(c)(2), an ordinance enacted by a local government to make its zoning code <br />consistent with SB 79 is not considered a project under the California Environmental Quality Act (California <br />Public Resources Code Sections 21000 et. seq.) If a SB 79 TOD Alternative Plan is developed through either <br />the MTC TOC or GDAP processes, environmental review will be completed via environmental analysis of <br />the MTC TOC Policy or GDAP itself. <br />PUBLIC NOTICE <br />On June 23, 2026, notice of the City Council hearing was published in the San Mateo Daily Journal. The <br />agenda, with the agenda items being listed, were posted on the City’s website at least 72 hours prior to <br />the meeting. <br />ALTERNATIVES <br />1.
