This requirement can limit the housing capacity of small parcels due to the <br />reduction in massing. In the R-4 district, the proposed amendments would remove the <br />additional setback for buildings above 3 stories. In the R-5 district, the proposed <br />amendments would apply the upper story setback equal to half the height the building to <br />the fifth story and above. Removal of the additional front setback and exterior side setback <br />requirements would advance the Housing Element Small Lots program by allowing more <br />buildable area compared to the current requirements.
