Page 13 of 17 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />a.Bicycle Parking Requirements - On December 8, 2025, the City Council adopted Bicycle <br />Parking Guidelines into the City’s Engineering Standards to enhance bicycle parking <br />infrastructure, encourage use of bicycles for daily commuting, and establish preventative <br />measures for bicycle theft. The proposed amendments would create Article 30.19 to codify <br />the requirements for the quantity, design, and placement of bicycle parking within the <br />Zoning Code, and to clarify bicycle requirements for residential uses. Lastly, for ease of use, <br />the proposed amendments would consolidate and relocate all bicycle parking requirements <br />into Article 30.19 and remove them from each zoning district. A separate action adopting a <br />resolution is required to amend the Bicycle Parking Guidelines located within the City’s <br />Engineering Standards to support the consolidation of bicycle requirements in the Zoning <br />Code See Attachment C – Resolution Updating Engineering Standards. <br />b.Vehicle Parking Reductions in Exchange for Bicycle Parking –Currently, per Article 30.6.D, <br />the “C”, “I”, “PO”, “PF”, and “CN” zoning districts allow for the reduction of required carpool <br />parking spaces in exchange for the provision of bicycle parking spaces on-site. In order to <br />facilitate bicycle use, improve bicycle infrastructure, and provide alternative options to <br />automobile travel, the proposed amendments would allow for the reduction of all required <br />parking spaces (not just carpool parking spaces) in exchange for the provision of bicycle <br />parking spaces on-site in these districts. Additionally, this would relocate the text to Article <br />30.5.F of the code. <br />c.Downtown Parking Clean-Up – Article 30.2 contains Downtown parking standards that may <br />be inconsistent with the Downtown Precise Plan (DTPP) parking standards. The DTPP is the <br />controlling policy document for Downtown parking and supersedes the Zoning Code <br />parking standards. The proposed amendments would remove outdated parking <br />requirements in the Zoning Code and add language to refer to those in the DTPP as the <br />controlling parking standards for Downtown. <br />d.Land Use Changes to Light Industrial Incubator (LII) and Mixed Use Transitional (MUT) <br />Zoning Districts – Article 17A regulates development standards and land uses in the LII <br />zoning district and Article 55 regulates the MUT zoning district standards. The following <br />amendments are proposed for the LII and MUT zoning districts: <br />I.Indoor Recreation – Currently, the Zoning Code allows indoor recreation (ex. <br />bowling lanes, billiard parlors, skating arenas, gymnasiums, or exercise facilities) as <br />a conditional use in the LII zoning district and does not permit indoor recreation in <br />the MUT zoning district. MUT and LII zoning districts allow a variety of light <br />industrial and commercial uses, including health and fitness clubs, small retail <br />spaces, restaurants, and personal services, all compatible with indoor recreation. <br />The proposed amendments would permit, by-right, indoor recreation in both the <br />LII and MUT zoning districts. <br />8.B. - Page 13 of 212 <br />328
