Page 14 of 17 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />II.Restaurant & Retail Parking – Currently, parking requirements for the LII zoning <br />district are in Article 30.5, which regulates parking outside the Downtown and <br />applies a uniform parking requirement for retail and restaurant uses. The proposed <br />amendments would reduce the parking requirements for restaurant and retail uses <br />in the LII zoning district to reduce barriers to establishing these uses. <br />GENERAL PLAN CONFORMANCE <br />The Redwood City General Plan establishes goals, policies, and programs that guide the city’s growth and <br />development. The proposed Zoning Code and Municipal Code amendments are consistent with the <br />General Plan and would implement the policies and programs in the Built Environment and Housing <br />Elements as described in detail in Attachment E. <br />ALUC REVIEW <br />The City/County Association of Governments of San Mateo County (C/CAG) Airport Land Use Committee <br />(ALUC) has the authority under State law to review and approve General Plan and Zoning Code <br />amendments for jurisdictions within Airport Influence Areas to ensure consistency with Airport Land Use <br />Compatibility Plans (ALUCP). Due to Redwood City’s proximity to the San Carlos Airport, the ALUC <br />reviewed the proposed Amendments at its April 23, 2026, meeting. The Committee recommended <br />approval of the Amendments, with minor conditions, to the C/CAG Board of Directors, who approved the <br />Amendments and determined that they are consistent with the ALUCP at their hearing on May 14, 2026. <br />Staff incorporated the ALUC-recommended changes into the proposed Amendments submitted for City <br />Council review. <br />PLANNING COMMISSION RECOMMENDATION <br />On May 5, 2026, the Planning Commission considered the proposed Zoning Code amendments and voted <br />5-1-1 to adopt a resolution recommending the City Council approve the proposed Zoning Code <br />amendments. The following is a summary of Commissioner comments: <br />A Commissioner expressed concerns with proposed changes to the mixed-use district daylight <br />plane (described in HE implementation Program H1-8 Small Lots section above); specifically, that <br />the reduced upper story setback would allow disproportionately taller structures next to smaller <br />homes that negatively affect the transition between mixed-use districts and neighboring <br />residential districts. <br />There were multiple comments from the Commission stressing the importance of public <br />awareness of 100% affordable housing projects subject to ministerial review in lieu of a public <br />hearing process. Staff noted that current practice is to post a large sign on properties notifying <br />the public of proposed projects and, additionally, placing them on the City’s Development Project <br />website. The Commission requested that staff continue these practices and encouraged staff to <br />explore additional avenues to notify the public on the location and progress of these projects. <br />Overall, there was support for the proposed Amendments and encouragement for the goal to <br />implement the Housing Element, streamline development review, and clean-up the Zoning Code. <br />8.B. - Page 14 of 212 <br />329
