4 <br />required application submittal materials necessary for the City to be able to start review <br />of the development project’s compliance with applicable development standards. If all <br />required submittal materials are provided, then the application is deemed “complete” <br />and if submittal materials are missing, then the application is deemed “incomplete” and <br />the City must provide a written list of missing materials needed to complete the <br />application. Updates to State law require jurisdictions to establish an appeal process of <br />the Community Development Director’s completeness determination. To be consistent <br />with State law, the proposed amendments to Article 41 (41.3 & 41.7) would allow <br />completeness determinations made by the Community Development Director to be <br />appealed to the Planning Commission. <br />5.Minor Policy Clarifications and Updates – Staff has identified sections of the Zoning Code where <br />policy direction should be clarified or updated to reflect current practice and/or to streamline <br />process. The following minor policy clarifications and updates are proposed: <br />a.ALUC Compatibility - Due to Redwood City’s location within the Airport Influence Area <br />for the San Carlos Airport, State law requires that the City’s General Plan and Zoning Code <br />be consistent with the Airport’s Land Use Compatibility Plan (ALUCP). The proposed code <br />amendments include updates—in the form of footnotes to land use tables and land use <br />lists—in numerous Zoning Districts that denote land uses that may be subject to <br />regulations in the ALUCP beyond the City’s code requirements. <br />b.Additional Lot Size for Slope Lot Reference (Articles 6.4, 8.4, 9.4, 10.4) - In residential <br />zoned districts (R-1, R-2, R-3, R-4, R-5) lots with a slope greater than 5% are required to <br />have a larger minimum lot size, however it may be unclear to readers of the code that <br />this additional minimum lot size requirement exists because the requirement is located <br />in a separate section of the Zoning Code. The proposed amendment would add cross- <br />references within each individual zoning district to the existing minimum lot size <br />requirements for sloping lots found in the Zoning Code’s supplementary provisions <br />(Article 32.2). <br />c.Stormwater Management (Article 32.12) - On December 22, 2025, the City Council <br />adopted Municipal Code amendments for a comprehensive stormwater regulations <br />update (Chapter 27A Stormwater Management and Chapter 41 – Floodplain <br />Management). The Municipal Code updates superseded existing stormwater regulations <br />in Zoning Code Article 32.12, which are no longer required. The proposed amendments <br />would delete several sections of redundant stormwater treatment regulations in the <br />Zoning Code and refer to newly updated Chapter 27A for stormwater regulations. <br />d.Creek Setback (Article 32.12.F) – On December 22, 2025, the City Council adopted <br />amendments to the creek setback requirements of the Municipal Code located in <br />Chapter 27A.16. The proposed amendments to the Zoning Code would: 1) Reference <br />Chapter 27A.16 for creek setback requirements and; 2) Delete Article 32.12.F and <br />8.B. - Page 204 of 212 <br />519
