Page 9 of 23 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Figure 4: Existing General Plan Land Use Designations in Potential GDAP Expansion Area <br />The General Plan includes policies related to the preservation of light industrial uses within Redwood City. <br />Policy BE-19.7 relates specifically to the LI-IO designation and states: “Support the use of the Light <br />Industrial Incubator Overlay to ensure retention of light industrial lands in Redwood City and <br />accommodate small incubator space for young businesses in green, biotechnology, software, and other <br />emerging industries.” The blocks within the LI-IO General Plan designation have had industrial land use <br />designations in the Redwood City General Plan going back several decades. <br /> <br />Mobility <br />Redwood City Moves, the City’s comprehensive transportation plan adopted in 2018, guides the City’s <br />overall policy direction on mobility. In 2022, City Council also adopted RWC Walk Bike Thrive to serve as <br />the City’s Vison Zero and bicycle and pedestrian master plan and provide a more detailed vision and <br />implementation framework for improving mobility options for cyclists and pedestrians. The Walk Bike <br />Thrive Plan includes a comprehensive, citywide planned bike network that is intended to connect <br />Redwood City’s neighborhoods to each other and to Downtown. Figure 5 shows the location of existing <br />(i.e., built) bikeways in the City along with planned bikeways that have not yet been constructed overlaid <br />with the current GDAP boundary. Additionally, the GDAP Vision Framework has identified a few key <br />enhancements to the planned bike network (not identified on Figure 5) that will improve connectivity <br />beyond the GDAP boundary. The City is making steady progress in constructing the planned bike network <br />with available resources allocated in the City’s Capital Improvement Plan (CIP) as discussed in the next <br />section of this staff report. <br />9.A. - Page 9 of 27 <br />536
