Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: July 13, 2026 <br />SUBJECT <br />Agreement for Professional Services with Schaaf & Wheeler Consulting Civil Engineers, Inc. for design of <br />the Carson Potable Water Pump Station Replacement Project <br />SUMMARY <br />The Carson Potable Water Pump Station Replacement Project (Project) will replace the existing Carson <br />Pump Station, which was constructed in 1956. The station’s primary function is to convey and pressurize <br />water from San Francisco Public Utilities Commission (SFPUC) to the Cambridge Water Tank, providing <br />potable water for the Farm Hill neighborhood. <br />The 70-year-old Carson Pump Station has reached the end of its useful life. This project will replace the <br />existing pump station with a new, seismically designed masonry block building housing updated <br />instrumentation and controls, a modern communication system, new piping and appurtenances, and a <br />new emergency electrical generator with an automatic transfer switch. This project also replaces <br />approximately 1,000 linear feet of 10-inch ductile‑iron pumping line that was installed in 1956. <br />This project will improve the reliability and operational flexibility of the Redwood City water system by <br />replacing aging pump station infrastructure and allowing water from Carson Reservoir to be pumped to <br />the Cambridge Water Tank. By improving pump station reliability, seismic resilience, and emergency <br />power capability, the Project supports continued potable water service to the Cambridge Pressure Zone <br />during normal and emergency conditions. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an Agreement for Professional Services <br />with Schaaf & Wheeler Consulting Civil Engineers, Inc. of San Francisco, California, in an amount not to <br />exceed $657,095 for the preparation of plans, specifications, and engineer’s estimate, and for consulting <br />services during bidding and construction for the Carson Potable Water Pump Station Replacement Project. <br />7.D. - Page 1 of 22 <br />54
