Page 2 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The Carson Water Station, located at 3585 Farm Hill Boulevard in Redwood City (Attachment B), includes <br />four key components to support water delivery to the Cambridge Pressure Zone in the Farm Hill <br />neighborhood: <br />1. McGarvey Connection: the connection between Redwood City Water and the City’s water <br />wholesaler, San Francisco Public Utilities Commission (SFPUC). <br />2. Carson Water Reservoir: a 3.75‑million‑gallon reservoir. <br />3. Carson Potable Water Pump Station: the building, piping, valves, electrical and instrumentation <br />controls. <br />4. Pumping line: 1,000 linear feet of 10-inch ductile iron pipe connecting the Carson Pump Station <br />to a 12-inch water main at Farm Hill Boulevard and McGarvey Avenue. <br />The Carson Pump Station was originally constructed in 1956 and is equipped with three split-case <br />horizontal centrifugal pumps, each rated at 566 gallons per minute. The existing pump station building is <br />a rectangular reinforced block‑wall structure with a wood roof. Although the pumps were maintained <br />regularly and replaced as needed, refurbished and new pumps are increasingly difficult to obtain, and <br />costly to install and align. Precision alignment requires costly laser equipment; misalignment often results <br />in vibration that accelerates bearing wear, and seal failure. <br />ANALYSIS <br />The existing horizontal pumps in the Carson Pump Station are difficult and inefficient to maintain. <br />Furthermore, the existing pump station building does not meet current seismic standards. <br />This Project addresses pump station infrastructure that has reached its end of useful life, improves <br />operational reliability, reduces equipment maintenance, and complies with current seismic standards. <br />Although piping between Carson Reservoir and the pump station exists, the existing horizontal pump and <br />suction configuration does not allow the City to reliably pump water from Carson Reservoir to the <br />Cambridge Water Tank. Transitioning to the new vertical-shaft turbine pumps and revised suction <br />configuration allows the City to use Carson Reservoir as a source of supply to the Cambridge Water Tank, <br />providing additional operational flexibility and improving water quality, and allowing the reservoir to serve <br />as a backup source of supply during emergency conditions. Replacing the aging pumping line will improve <br />reliability of the discharge piping downstream of the pump station. <br />Proposed improvements include the following: <br />1. Replace the existing horizontal pumps with vertical-shaft turbine pumps to improve maintenance <br />accessibility and allow the system to pump directly from the Carson Reservoir, a capability that is <br />not possible with the existing pumps <br />2. Demolish and replace the existing pump station building with a new seismically designed pump <br />house, including a dedicated room for the emergency generator <br />7.D. - Page 2 of 22 <br />55
