If the City Council chooses to direct City staff and the project consultant team to <br />incorporate the potential 57 acre GDAP expansion area into the project, then the consultant team has <br />estimated that the project schedule will need to be extended 12-14 months beyond that timeframe.6 This <br />time will account for the need to conduct an existing conditions assessment for the expanded area, to <br />engage additional community stakeholders, to incorporate the expanded area into the Draft Plan <br />Framework, and to conduct additional environmental analysis. <br />An expanded GDAP project scope would require the City to augment the project budget and thus amend <br />its contract with the consultant team. The existing consultant contract approved by City Council is for <br />$3,068,241 (which includes a 10% contingency); an initial tentative scope of work and budget provided by <br />the consultant team to cover the boundary expansion—included with this staff report as Attachment A— <br />estimates the additional cost to be in the range of $625,000 to $715,000, bringing the total consultant <br />budget for the GDAP effort to $3,693,241 to $3,783,241 (including contingency). This estimate is subject <br />to change depending on the final scope of work approved by the City Council. <br />The Greater Downtown Area Plan is funded through the General Plan Maintenance Fund. Therefore, any <br />additional costs associated with an expanded project scope would be paid from that fund and would not <br />have an impact on the General Fund. <br />Boundary Expansion Alternatives <br />6 Due to the need to confirm understanding of City Council’s preferred direction relating to the potential GDAP <br />boundary expansion, community engagement activities that had been scheduled for summer 2026 have been <br />postponed; as a result, an additional 2-3 months will need to be added to the current project schedule if the project <br />boundary is not expanded. This additional time is already factored into the 12-14 month expanded timeline for the <br />boundary expansion option. <br />9.A. - Page 18 of 27 <br />545
