Page 19 of 23 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />City staff have developed for City Council’s consideration alternative approaches to addressing land use, <br />mobility, and other topics within and adjacent to the potential GDAP expansion area through strategic <br />initiatives that could be implemented without changing the GDAP boundary . <br />1.Select Mobility Projects for Future CIP – The City Council could select projects from Table 3 of <br />this staff report and direct staff to include them in a future CIP. Staff could make <br />recommendations to the Council for prioritization of these projects as part of upcoming updates <br />to the CIP transportation projects list and as part of the GDAP process based on factors such as <br />equity, gap closures, and available resources. <br />2.Future Update to RWC Walk Bike Thrive with Recommendations from GDAP – As noted earlier <br />in this staff report, the GDAP project team has identified bicycle and pedestrian network gaps <br />within and adjacent to the current GDAP boundary and is developing proposals for addressing <br />them. Simultaneously, City staff have identified other opportunities to close network gaps in, and <br />adjacent to, Friendly Acres , some of which are described in Table 3 of this staff report. In order <br />to help plan for and prioritize these network expansion projects as well as to maintain consistency <br />between the City’s policy initiatives, the City could incorporate GDAP recommendations into a <br />future citywide update of the RWC Walk Bike Thrive Plan. This would likely include a common set <br />of graphics between the two plans that highlight their overlapping goals of ensuring connectivity <br />between Greater Downtown and Redwood City’s neighborhoods. While a detailed estimate of <br />the cost for this option is not currently available, City staff anticipate that it could be paid for <br />through Measure A transportation planning funds which is an annual local share pass-through <br />from the San Mateo County Transportation Authority. <br />3.Economic Development Strategy – The City could include the potential GDAP expansion area as <br />a focus area for the upcoming Economic Vitality Strategy being led by the City Manager’s Office, <br />which will develop strategies for filling vacancies, diversifying business tenants, and encouraging <br />additional business investment into the area. Depending on the recommendations that emerge <br />from the Strategy, the City could study/implement land use changes within the potential GDAP <br />expansion area. City staff do not anticipate that inclusion of the potential GDAP expansion area <br />as a focus area would significantly impact the budget of the Economic Vitality Strategy and any <br />subsequent land use updates could be covered through the City’s General Plan Maintenance <br />Fund. <br />4.Community Plan – The City could initiate a planning effort separate from GDAP. Specifically, the <br />City could lead a Community Plan effort that covers the broader geographic area of Friendly Acres <br />east of Woodside Road beyond the potential GDAP expansion area (exact Plan boundaries to be <br />determined if this option is chosen) . The creation of such a plan would involve a comprehensive <br />community engagement process and existing conditions assessment leading to the adoption of a <br />new plan that could include land use changes, additional mobility improvements, public space <br />enhancements, economic development strategies, etc. A Community Plan could be initiated in <br />9.A. - Page 19 of 27 <br />546
