Page 20 of 23 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />early/mid 2028 at the conclusion of the GDAP process, although project scoping, budgeting, and <br />consultant selection (if necessary) could begin in 2027.7 <br />EQUITY IMPACT STATEMENT <br />The equity impact of incorporating the potential GDAP expansion area into the GDAP project would <br />depend on the ultimate scope of the changes contemplated in the area. If the City Council ultimately <br />directs staff to further evaluate a change in the land use designation in the area from light industrial to <br />mixed use, one possible negative equity impact is the eventual loss of middle-income light industrial and <br />manufacturing jobs in Redwood City that help support people with educational backgrounds with less <br />than a bachelor’s degree. On the other hand, opening this portion of Redwood City to housing <br />development could have a positive equity impact by providing new housing opportunities that help <br />increase the supply and lower the cost of housing in Redwood City. If the City Council chooses to expand <br />the GDAP boundary, equity factors related to jobs and housing will need to be weighed appropriately in <br />setting future policy. <br />Incorporation of the potential GDAP expansion area into the GDAP project would not likely have a <br />significant equity impact related to mobility in the area. The City’s planned bike network as adopted in <br />the Walk Bike Thrive Plan already extends into the area and the City has multiple projects in various stages <br />of development that will improve bicycle and pedestrian connectivity in the area. Furthermore, City staff <br />are seeking additional opportunities for improvements as part of, and also separate from, GDAP. <br />FISCAL IMPACT <br />GDAP Boundary Expansion <br />If the City Council chooses to expand the GDAP boundary to include the area shown in Figure 2 of this <br />staff report, the City will need to coordinate with the project consultant team to revise the existing GDAP <br />scope of work and budget and approve a revised contract with the consultant at a later date. The GDAP <br />consultant budget in the existing contract is for $3,068,241 (which includes a 10% contingency) and paid <br />for using the General Plan Maintenance Fund balance generated from maintenance fees collected to fund <br />strategic planning initiatives. These fees are applied to every building permit the City issues and pay for <br />the City’s long-range urban planning efforts such as development of, updates to, and implementation of <br />General Plan Elements and area/specific plans, Zoning Code maintenance, etc. An initial tentative scope <br />of work and budget provided by the consultant team to cover the boundary expansion—included with <br />this staff report as Attachment A—estimates the additional cost to be in the range of $625,000 to <br />$715,000, bringing the total consultant budget for the GDAP effort to $3,693,241 to $3,783,241 (including <br />10% contingency). This estimate is subject to change depending on the final scope of work approved by <br />7 Within 1-2 years following the adoption of the GDAP, the City will be required by State law to begin updating its <br />General Plan Housing Element, which will require consultant support.
