The cost of the additional scope of work and any City staff time associated with it would <br />also be covered by the General Plan Maintenance Fund. <br />Strategic Initiatives <br />Targeted Mobility Projects – If the City Council chooses to select specific mobility projects from <br />Table 3 and directs City staff to include them in a future CIP, staff would evaluate the project <br />scope and budget for various phases, from planning and design to construction. A project-by- <br />project budget estimate is not currently available. <br />Future Update to RWC Walk Bike Thrive– If the City Council chooses to direct City staff to <br />incorporate GDAP mobility recommendations in a future citywide update of the RWC Walk Bike <br />Thrive Plan, City staff anticipate that the work could be paid for through Measure A transportation <br />planning funds which is an annual local share pass-through from the San Mateo County <br />Transportation Authority. A specific cost estimate for this work is not currently available. <br />Economic Vitality Strategy Inclusion – City staff do not anticipate that inclusion of the potential <br />GDAP expansion area as a focus area would have any impact the budget of the Economic Vitality <br />Strategy and any subsequent land use updates could be implemented by City staff through the <br />City’s General Plan Maintenance Fund. <br />Community Plan – If the City Council chooses to direct City staff to evaluate options to draft a <br />Community Plan for the area east of Woodside Road and implement the planning effort after the <br />adoption of GDAP, a project budget would need to be created prior to project commencement <br />based on the geographic extents of the plan and the scope of work. Depending on these factors, <br />the City may determine it necessary to engage a consultant team to fulfill the scope. Until the <br />project geography and scope are determined, it is not possible to provide a reliable estimate of <br />the fiscal impact of this alternative. <br />No GDAP Boundary Expansion <br />If the City Council chooses to retain the existing GDAP boundary and does not direct staff to initiate other <br />alternatives, then there is no fiscal impact. <br />ENVIRONMENTAL REVIEW <br />The decision to revise the GDAP boundaries is not a project under California Environmental Quality Act <br />(CEQA) as defined in CEQA Guidelines, section 15378, because the City is evaluating land use policies in <br />this preliminary planning/scoping phase and has not committed to a definite course of action, thus <br />amendment of the GDAP boundaries has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. Prior to the adoption of the GDAP, and any <br />corresponding General Plan land use designations and zoning decisions, the City Council will evaluate the <br />environmental effects and consider adoption of the appropriate environmental documentation under <br />CEQA, if the project is approved. <br />9.A. - Page 21 of 27 <br />548
