Award the contract to a different qualified firm. Because Schaaf & Wheeler was the highest-ranked <br />proposer based on the evaluation criteria identified in the RFP, selecting a different firm would not <br />be consistent with the results of the overall proposal evaluation. As discussed in the Analysis section, <br />the other proposal received a lower technical score and raised concerns regarding technical approach, <br />schedule, QA/QC, and level of effort. <br />2. Reject all proposals and direct staff to resolicit the project.
