These types of projects are considered Public Works Projects per the City’s Municipal <br />Code but are smaller in scale and require contractors to perform specific kinds of repetitive work. <br />Given the recurring nature of this work, having a contractor capable of performing tasks on an as-needed <br />basis allows the City to meet its obligations in the most cost-effective and time-efficient manner. Section <br />2.64 of Article VII in Chapter 2 of the City’s Municipal Code authorizes formal and informal procurement <br />of on-call construction work with specific guidelines based on the projected value of the contract. <br />On April 28, 2026, staff issued a Notice Inviting Bids (NIB). The NIB was also advertised in the San Mateo <br />Daily Journal and posted on the City’s website. Staff also notified multiple prospective bidders of the <br />solicitation. Three bidders attended the mandatory pre-bid meeting, and one bid was received by the May <br />27, 2026 submission deadline. <br />ANALYSIS <br />Bidders were provided estimated annual quantities for various job tasks and asked to provide unit prices <br />and extended prices for the purpose of determining the lowest bid. <br />The City received one bid from Bay Area Paving Co. (BAP) with a Total Bid Price of $1,082,744. BAP is the <br />lowest responsive and responsible bidder. The Total Bid Price is higher than the recommended contract <br />award amount due to the total estimated quantities provided by the City for bid comparison purposes. <br />The City has no obligation to establish and purchase mandatory minimum quantities under this contract, <br />and bidders were made aware of this during the bidding process. The recommended not-to-exceed <br />contract amount has been capped at $800,000 to align with forecasted funding available in the respective <br />divisions’ operating budgets for the one-year contract period. <br />Staff recommends approval and authorization for the City Manager to execute the contract documents <br />and award the standard form contract for the On-Call Concrete or Asphalt Repair and Replacement Project <br />to Bay Area Paving Co. in an amount not to exceed $800,000. <br />EQUITY IMPACT STATEMENT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has not been <br />assessed because relevant data is not currently available. <br />FISCAL IMPACT <br />There is no impact from the General Fund.
