Page 3 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />needs. <br /> <br />As discussed in the April 27, 2026 staff report, the CherryRoad extension was intended to maintain <br />continuity of mission-critical financial, payroll, and workforce systems while providing the City sufficient <br />time to continue stabilizing the current Oracle environment, improve system usability, evaluate long-term <br />ERP needs, and consider whether alternative solutions may better support City operations. <br />Consistent with the direction and timeline established through the CherryRoad amendment, the proposed <br />amendment to the GFOA agreement would extend GFOA’s services through October 31, 2030 so the City <br />may continue utilizing both GFOA’s independent advisory expertise and CherryRoad’s technical support <br />services as part of the City’s broader ERP stabilization and evaluation strategy. <br />Under the proposed amendment, GFOA's scope of work will build upon the analysis and assessment <br />completed under the original agreement. Specifically, GFOA will assist the City in developing ERP system <br />requirements and preparing for a competitive procurement process for future enterprise system <br />solutions. Leveraging its familiarity with the City's existing processes, assessment findings, and industry <br />best practices, GFOA will develop the ERP scope and requirements documentation needed to support a <br />Request for Proposals (RFP) process, which is anticipated to begin in September. <br />The proposed scope of work includes the following tasks: <br />• Task 41: RFP Development / Scope Development <br />• Task 5: Identify Evaluation Criteria <br />• Task 6: Selection of Vendor <br />• Task 7: Contract Negotiations <br />• Task 8: Implementation Advisory Services <br />• Task 9: Sustained Change / Post Project Assessments <br />Regarding Task 4 shown above, a key component of GFOA's work will be conducting outreach and <br />stakeholder engagement with departments across the organization. This process will provide staff with <br />meaningful opportunities to identify business needs, operational challenges, and system requirements, <br />ensuring that departmental input helps shape the City's ERP strategy and future enterprise system <br />procurement. <br />Additional details regarding the scope of work and its tasks are attached as Exhibit A within Attachment <br />A – Amendment No. 1 for Services with GFOA. <br />The proposed amendment would extend the agreement term for an additional three years through <br />October 31, 2030 and increase the agreement amount by $275,000, for a revised total not-to-exceed <br />compensation amount of $435,000. <br />1 Tasks 1-3 were completed as part of the original agreement. <br />7.F. - Page 3 of 20 <br />81
