REV: 06-22-26 MI <br />A key part of the RFP, the Consultant will develop detailed functional requirements, goals, <br />and overall business process expectations that will be important throughout the selection <br />project and throughout implementation. For the processes that are determined to be in <br />scope, the Consultant will work with staff to review, validate and ultimately make decisions <br />on the high-level to-be process definition and those requirements that will serve as a tool <br />for accountability going forward. <br />The Consultant will focus functional requirements on the development and <br />implementation of business processes and will prepare requirements in the form of <br />testable use cases that will have value beyond the procurement phase. Functional <br />requirements will be split into two categories. The Consultant will use its baseline of <br />standard functional requirements for governments. Also the Consultant will develop <br />unique requirements for the City based on policies, future state business processes or <br />any statutory or regulatory requirements. At each step in the business process, the <br />Consultant will determine implementation requirements and document those using a <br />Microsoft Excel template that is aligned to our process maps that will be included in the <br />eventual RFP. The Consultant will focus on functional requirements that define “what” <br />needs to be completed (such as tasks, outputs, interfaces, calculations, processing, etc.) <br />and not on “how” the system or the organization handles tasks currently. The Consultant <br />will focus on a system that allows for future improvement and full utilization of the system <br />tools and built in processes to make the City more efficient. <br />The Consultant will consider business process improvement decisions and incorporate <br />those in the RFP so the procurement presents a clear direction for the City’s project. <br />Task 4B: Process Improvement Workshops <br />The Consultant will collaborate with the City’s team to facilitate a series of business <br />process workshops with focus of identifying potential business process changes and <br />establishing a clear vision for future state business process that is aligned with modern <br />industry best practices. These workshops are intended to provide additional analysis <br />beyond the services that the Consultant completed previously. The Consultant will focus <br />on any processes or policy areas that need additional analysis/discussion or where <br />change is expected to be difficult.
