The Consultants will summarize and share the common <br />understandings of the current process and then facilitate the discussion of current <br />challenges, weaknesses, and areas for improvement. The Consultant will facilitate these <br />discussions in a group setting upon cross-departmental teams that the Consultant will aid <br />the City in organizing. <br />After these initial workshops, into part 2, the Consultant will provide recommendations for <br />change, facilitate a discussion around best practice options, and provide summaries to <br />the City on options available with modern systems and improved process and/or policy. <br />The Consultants will identify root causes of issues, identify areas with non-value added <br />tasks, and identify options for improving outcomes with greater standardization, <br />efficiency, and purpose. <br />After discussion of options and refinement of preferred strategies for moving forward, the <br />Consultant will facilitate part 3 of these process improvement workshops, which includes <br />documentation of any major project goals, process expectations, and detailed functional <br />requirements. <br />The Consultant will be attending each set of workshop (4 are included in scope) to <br />facilitated over two (2) days and would be split into two trips. <br />Task 5: Identify Evaluation Criteria <br />The Consultant’s selection and procurement methodology will rely on principles of <br />fairness, attention to detail, and competition, while remains flexible enough to adapt to <br />local procurement laws or other unique situations. The Consultant’s approach will <br />consider how best to use the procurement process to facilitate a statement of work and <br />contract that holds the vendor accountable, ensures a quality implementation, and makes <br />expectations clear. In addition, the Consultant’s approach will include feedback from the <br />hundreds of public sector clients that the Consultants have worked with previously. The <br />Consultant will work with staff from the City to develop an evaluation strategy and work <br />to define clear evaluation criteria.
