REV: 06-22-26 MI <br />Task 6: Selection of Vendor <br />Once the Consultant has defined the steps and parameters of the RFP, vendors will be <br />evaluated and scored according to pre-defined criteria. The Consultant will move top <br />vendors on to compete at the next step. At each step, the Consultant will take the <br />opportunity to assist the City in negotiating terms, address risks, and provide strategies <br />and methods for holding stakeholder departments accountable. Overall, the Consultant’s <br />approach will focused on identifying and mitigating risks throughout the procurement <br />process. The Consultant’s RFP template will provide the opportunity to focus the <br />evaluation on key risk factors in the implementation and separates actual proposal from <br />marketing buzzwords. The Consultant’s standard evaluation process includes the steps <br />described below. <br />Step 1: Proposal Assessment <br />Upon receiving the written proposals from vendors, the City’s project team will begin an <br />assessment and analysis of all proposals. The Consultant will assist with this assessment <br />by reviewing proposals and providing high level comments on potential risks, issues, and <br />any significant weaknesses/gaps and/or strengths. The Consultant will make <br />recommendation to the City and incorporate an anonymous review for initial sections that <br />can be evaluated without knowledge of the vendor name. The Consultant will provide this <br />so that the City has an opportunity to consider the merits of each proposal without <br />preconceived bias of evaluators. <br />The Consultant will incorporate what they have learned over the years, which is that it <br />can be difficult to evaluate a best fit vendor or the proposal that provides the best value <br />to the City by only looking at a written response. The Consultant’s approach will help <br />mitigate misleading presentations by providing multiple opportunities to meet the actual <br />vendors who will be working on the project, and the Consultant will help support that <br />relationship development. The Consultant will structure the analysis to help remove <br />instances of evaluator bias or marketing misrepresentations from the vendors. <br />The Consultant will assist in setting up the initial review of anonymous portion of <br />proposals. Then the City will determine selections to move onto the presentation round <br />which will include short virtual presentations (60 minutes). The Consultant will facilitate <br />these interviews and organize the introductions between the City and the representatives <br />from each vendor company. <br />After the presentations are complete, the Consultant and the City’s project team will <br />complete the full proposal analysis, which will then include vendor names. The Consultant <br />will leverage their extensive experience and compare each proposal to industry <br />standards. The Consultant will document all key findings in a brief proposal assessment <br />report.
