REV: 08-23-24 LF <br />CITY OF REDWOOD CITY <br />EXHIBIT “C” <br />Program Scope <br />July 1, 2024 to June 30, 2026 <br />Subrecipient shall implement a Home Rehabilitation Program (Program) that provides forgivable <br />loans for Redwood City low-income single- family homeowners for substantial home rehabilitation <br />and repair (Home Rehabilitation Loan), as described in further detail in this Exhibit. Subrecipient <br />shall carry out the Program in compliance with all federal laws and regulations as described in <br />Sections 19-30 of this Agreement. <br />Marketing and Outreach <br />1. Subrecipient is responsible for Program outreach activities. Subrecipient shall create Program <br />marketing materials and submit a marketing plan to the City for approval. <br />2. Subrecipient shall work with City to disseminate Program information (via newsletter, social <br />media, etc.) and maintain an up-to-date website. <br />3. Subrecipient shall provide assistance to prospective Program applicants. <br />Program Documents <br />1. Subrecipient shall create policies and procedures for the Program (Program Policies and <br />Procedures), with approval from City. Content of Program Policies and Procedures shall <br />include, but not be limited to: <br />a. Program description <br />b. Description of eligible applicants <br />c. Process for determining applicant eligibility <br />d. Process for income verification <br />e. Description of loan and construction process <br />f. Program timeline <br />2. Subrecipient shall create Program application materials (Program Application), with approval <br />from City. <br />3. Subrecipient shall draft the Construction Agreement for the Home Rehabilitation Program <br />Agreement documents (Program Agreement Documents), which shall be approved by the <br />City Attorney. The remaining documents shall be drafted by the City that include, but are not <br />limited to: <br /> <br />Loan Agreement <br />Deed of Trust <br />Promissory Note <br />Request for Notice of Default <br />The Loan Agreement shall contain the terms outlined in this Exhibit. <br />4. Subrecipient shall prepare Program Agreement Documents for each recipient of a Program <br />Loan and review these documents with the homeowner.
