REV: 08-23-24 LF <br />Eligibility Determination and Application Processing <br />1. Subrecipient shall, following the Program Policies and Procedures, determine the eligibility of <br />each applicant household based on the following qualifying criteria: <br />a. Household income may not exceed the limit for low-income or moderate-income <br />households, following CDBG requirements for household income; <br />b. Household must own the home, as evidenced by a Title Report; <br />c. Home must be located within the boundaries of incorporated Redwood City. <br />To determine household income, Subrecipient shall follow the method outlined in 24 CFR, <br />Part 5, Subpart F (Section 5.609). Subrecipient shall obtain and review all necessary <br />documentation to make an eligibility determination. <br />2. Subrecipient shall assist applicant households with completion of the Program Application and <br />review all submitted applications. <br />Project Scoping and Budget <br />1. Subrecipient shall carry out a thorough inspection of the home, including termite inspection, <br />and a Lead Safe Housing Assessment. <br />a. All home rehabilitation work carried out for the project shall be performed in <br />accordance with 24 CFR Part 570.608, 24 CFR Part 35, Subpart B and all <br />applicable rules and orders issued thereunder which prohibit the use of lead-based <br />paint in residential structures undergoing federally assisted construction or <br />rehabilitation and require the elimination of lead-based hazards. Every contract or <br />subcontract including painting, pursuant to which federally-assisted construction <br />or rehabilitation work is performed, shall include appropriate provisions prohibiting <br />the use of lead-based paint. <br />2. Subrecipient shall develop a Scope of Work and Budget for the rehabilitation work to be <br />performed. This shall first be reviewed for reasonableness by the City, and subsequently for <br />approval by the homeowner. <br />3. Subrecipient shall manage an environmental review for each project, in accordance with <br />National Environmental Policy Act of 1969 and 24 CFR 50.4, 58.5, and 58.6, which describes <br />environmental review for CDBG-funded activities. Subrecipient shall not proceed to prepare <br />the Program Agreement Documents and/or commence any work funded hereunder until City <br />approves the environmental review for each project. <br />Home Rehabilitation Program Loan Agreement Documents <br />1. Subrecipient shall open an escrow account for each recipient of a Program Loan and facilitate <br />execution and recordation of Program Agreement Documents, in conjunction with City staff. <br />Project Management <br />1. Subrecipient shall ensure that all construction and repair activities are completed as described <br />in the Scope of Work for each project. <br />a.
