By motion, adopt the Brown Act Technology Disruption Policy as <br />recommended by the Governance Sub-Committee; and <br />2. Receive update and provide individual Council member feedback on key <br />aspects of SB 707 considered by the Governance Sub-Committee related <br />to virtual meeting participation requirements, agenda translation, <br />remote meetings for eligible subsidiary bodies, remote meetings by <br />multijurisdictional bodies, and community engagement efforts. <br />The motion passed unanimously by electronic vote. <br /> <br />11. MATTERS OF COUNCIL INTEREST <br /> <br />Mayor Martinez Saballos announced the formation of a Project Labor Agreements Ad <br />Hoc Committee, to explore and assist the City Manager in bringing forward for City <br />Council consideration potential Project Labor Agreement (PLA) policy options, <br />including evaluation of applicability to future City capital projects, workforce <br />considerations, project delivery impacts, and potential cost implications, by December <br />2026. Mayor Martínez Saballos and Council Members Gee and Sturken will serve on <br />this committee. <br /> <br />Mayor Martinez Saballos also announced the formation of an Intergovernmental <br />Relations Ad Hoc Committee, to collaborate with City staff on intergovernmental <br />relations matters, including engagement with regional, county, state, federal, and <br />affiliated agencies and organizations; identify opportunities to advance City priorities <br />through partnerships and advocacy; and provide input on strategic initiatives involving <br />external governmental entities, with the goal of making recommendations to the full <br />Council by December 2027. Mayor Martínez Saballos, Vice Mayor Eakin and Council <br />Members Gee will serve on this committee. <br /> <br /> 11.A.
