REV: 06-03-26 MI <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant will conduct thorough pre-employment background checks for potential <br />candidates applying for both sworn and non-sworn entry-level and lateral Public <br />Safety positions within the Redwood City Police Department. The process and <br />methodology employed by Consultant personnel will include the following actions: <br />A dedicated Consultant investigator will manage the entire background check <br />process for each applicant, ensuring continuity and serving as the single point of <br />contact for all aspects of the applicant’s history. <br />The investigator will reach out to the applicant to answer any questions, schedule an <br />interview, and collect necessary documents, including the applicant’s Peace Officer <br />Standards and Training (POST) Personal History Statement and/or POST <br />Background Consent Waiver documents. <br />Once Consultant receives and reviews the required documents, the background <br />check process will begin. Upon completion, Consultant personnel will prepare a <br />detailed narrative summary of all findings and reports regarding the applicant’s <br />background and eligibility, in accordance with the City’s hiring standards and POST <br />requirements. <br />Should investigators find information that could disqualify an applicant, they will notify <br />the client’s designated liaison. Background checks are typically completed within 4- <br />6 weeks. <br />A summary report of findings for each applicant investigated by Consultant, shall, at <br />a minimum, address the following areas: <br />Personal History Statement <br />Verify applicant’s name, date of birth and proof of citizenship status via official <br />government documentation, including confirmation of applicant’s Social Security <br />Number, with results of trace and address locator verification determining all <br />addresses and any name variations used by applicant (including maiden, divorced <br />or previous names) associated with that Social Security Number. <br />DOJ/FBI Fingerprint Returns <br />Verify whether applicant has any felony and/or misdemeanor convictions. <br />Driving Record Check <br />Provide applicant’s motor vehicle driving history for all states in which applicant held <br />an operator’s/drivers’ license, a copy of applicant’s current driver’s license and proof <br />of motor vehicle insurance coverage. <br />ATTY/AGR.2026.138/Hinderliter, de Llamas & Associates (HdL) (Public Safety Background Investigations Services) (Page 11 of 13)
