Page 3 of 9 <br />7.C.Annual Comprehensive Financial Report (ACFR) for Fiscal Year (FY) ended June <br />30, 2025 <br />Recommendation: <br />By motion, accept the Annual Comprehensive Financial Report for Fiscal Year <br />ended June 30, 2025. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.D.Consider opposing State Legislation: SB 1164 (Cervantes) Elections <br />Recommendation: <br />By motion, adopt an “Oppose Unless Amended” position on State legislation SB <br />1164 (Cervantes) Elections, and direct staff to finalize and submit a letter <br />communicating the City’s position to the appropriate State legislative <br />representatives. <br />This staff recommendation evolves from the Governance Sub-Committee’s June <br />29 recommendation to “Oppose,” taking into consideration amendments made <br />to the bill on July 2 after the Sub-Committee met, and information communicated <br />in Attachment A, dated July 10, 2026. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.E.Excess insurance policy renewal and annual premium payment to Public Risk <br />Innovation, Solutions, and Management (PRISM) for the City’s Workers’ <br />Compensation Program <br />Recommendation: <br />Adopt a resolution authorizing the City Manager to renew an agreement with <br />Public Risk Innovation, Solutions, and Management effective July 1, 2026, <br />through June 30, 2027, to cover losses that exceed $350,000 and authorize the <br />excess insurance premium payment in a total not to exceed $1,200,000. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.F.Agreement for Services with Bionic Landscape Inc. to design and implement <br />community engagement and master planning for Waterfront Park Project <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute the Agreement <br />for Services with Bionic Landscape Inc. to design and implement a community <br />3
