Page 1 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: July 27, 2026 <br />SUBJECT <br />Agreement for Services with Bionic Landscape Inc. to design and implement community engagement and <br />master planning for Waterfront Park Project <br />SUMMARY <br />Waterfront Park refers to the 8.5-acre site that includes the former RV Safe Parking site and City-owned <br />parcel occupied by the Bair Island Aquatic Center, adjacent to County of San Mateo’s Navigation Center. <br />The waterfront provides a rare opportunity for public access to creek recreation, open space, and natural <br />habitat. Potential Park amenities include: multi-field sports fields, play areas, passive and low-intensity <br />recreation areas, a waterfront promenade, boat launches, an observation plaza, amphitheater, and Bay <br />Trail extension. Furthermore, the project would enhance existing wetlands and habitat along the shoreline <br />to allow for wildlife migration, create environmental education and interpretive opportunities. <br />Given its unique waterfront location and the substantial 2021 community feedback, the Waterfront Park <br />Project requires consultant support to evaluate and address environmental issues, lead a robust <br />community engagement process, and develop a master plan for the Waterfront Park Project. <br />The base scope of this agreement is organized into two phases: <br />Design and implement a community engagement plan that promotes meaningful collaboration <br />among a broad range of stakeholder groups; and <br />Based on that community input, develop a master plan and preliminary design concept for the <br />Waterfront Park. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Agreement for Services with Bionic <br />Landscape Inc. to design and implement a community engagement plan and implement a master plan for <br />the Waterfront Park Project, for a total not-to-exceed amount of $1,328,487. <br />7.F. - Page 1 of 82 <br />310
