Page 2 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Healthy Community for All <br />BACKGROUND <br />In 2015, a Draft Inner Harbor Specific Plan envisioned a vibrant waterfront destination featuring multi-use <br />sports fields, tot lots, passive recreation areas, Bay Trail extension, waterfront promenade, boat launches, <br />observation plazas and amphitheater, and wetlands, but was not adopted. The Plan had identified the <br />Waterfront Park area as a unique opportunity to integrate traffic circulation and recreation elements. In <br />2020, community feedback re-affirmed those goals, adding improved public safety, increasing County <br />services for homeless individuals in Redwood City, and preserving approximately 10 acres of City property <br />adjacent to the water for future community uses. To advance multiple City priorities, in 2021, the City <br />exchanged properties with the County of San Mateo. Attachment A shows the exchange property City <br />received for the future Waterfront Park in green and Attachment B shows the approximate limits of <br />Waterfront Park. <br />An entitled private development project at 1548 Maple Street, located between Redwood Creek and <br />Maple Street (across Maple Street from the County Navigation Center), plans to construct an <br />approximately 1.5-acre public park at the northwesterly tip of the Maple Street right of way (shown as <br />the green area in Attachment A) within the 10 acres of land received from the land exchange. The <br />remaining 8.5 acres will become Waterfront Park (outlined by red line in Attachment B). <br />Park Features <br />The 2020 concept plan (Attachment C) would be updated while retaining many original features, such as <br />sports field, playground, and picnic areas. Updates could include a landscaped tree buffer to separate the <br />park’s sports fields from adjacent industrial uses and Bay Trail extension that integrates with a shoreline <br />promenade and boat launches. The water tower would continue as a defining Inner Harbor token. <br />The project has several unique constraints to address, including: <br />Federal and state permit approvals for wetlands or tidal areas within the project area boundaries, <br />including but not limited to: Regional Water Quality Control Board (RWQCB), Army Corps of Engineers <br />(USACE), and California Department of Fish and Wildlife (CDFW) <br />FEMA minimum floor elevation for flood mitigation and protection <br />Site identification for a recycled water storage tank and pump station <br />On-site historic water tank placement <br />Stormwater pump station capacity <br />Protected or sensitive plants and animals <br />Proposed 1548 Maple Street development’s park integration <br />Bay Trail integration <br />7.F. - Page 2 of 82 <br />311
