Page 3 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />A Request for Proposal (RFP) was issued on February 6, 2026, for community engagement and master <br />planning services for the Waterfront Park Project. The RFP solicited consultant services to develop and <br />implement a community engagement plan that fosters and collaboration among stakeholders, businesses, <br />and residents, then uses their findings to develop the preliminary design of the park. <br />On March 24, 2026, the RFP closed. Five (5) proposals were received. In accordance with City <br />procurement, the proposals were evaluated based on expertise, project approach, team qualifications, <br />project management abilities, and quality of the proposal. Table 1 summarizes the results of the <br />evaluation along with each consultant’s proposal value. The top three ranked firms were invited to <br />participate in an oral presentation and interview. Bionic Landscape Inc.’s waterfront park experience, such <br />as successful reimagination of India Basin Waterfront Park in San Francisco, and proposed approach with <br />creative community engagement options best fits the City’s and the project’s needs. Pursuant to Redwood <br />City Municipal Code Chapter 2, Section 2.66.1, award of professional services contract is “made on the <br />basis of demonstrated competence and on the professional qualifications necessary for the satisfactory <br />performance of the services required” and not on cost. Staff negotiated the final scope of work and budget <br />(Attachment D – Agreement for Services). The scope of work includes optional tasks of a full <br />Environmental Impact Report for the project, extended title investigation and research to resolve title <br />complexities, full design level topographic and bathymetric survey, and stormwater pump station <br />assessment and analysis. Majority of the optional tasks will be performed as part of the two phases with the exception of <br />California Environmental Quality Act (CEQA) compliance task, which will be performed at the end, after <br />completion of the master planning process and preliminary design. <br />Community Outreach <br />A robust public outreach process would guide the design of Waterfront Park. The process would include <br />multiple open houses and community workshops, stakeholder meetings, an updated project webpage, a <br />social media campaign, and community surveys. The community engagement process is expected to take <br />one year. It is expected that the community outreach process will begin in the Fall. <br />7.F. - Page 3 of 82 <br />312
