Page 4 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Master Planning Process <br />The first phase of the master planning process will consist of comprehensive studies and site analyses, <br />such as biological assessment, geotechnical investigation, air quality report, cultural resources study, <br />topographic survey, title research, and agency coordination. These studies and analyses will confirm the <br />site’s potential, identify constraints, and provide the basis of design. Using community input and the basis <br />of design, the subsequent phase will develop alternatives and cost estimates for the park. <br />Optional Tasks <br />The optional tasks include full Environmental Impact Report for the project, extended title investigation <br />and research to resolve title complexities, full design level topographic and bathymetric survey, and <br />stormwater pump station assessment and analysis. <br />The anticipated construction start date will depend on the available funding and coordination with other <br />improvements within the area, such as the flood protection and sea level rise mitigation(s) and recycled <br />water storage tank. <br /> <br />EQUITY IMPACT <br />All City actions are assessed for impact. Because this item is on the consent calendar, this section indicates <br />assessment process, not findings. The anticipated impact of this policy, program, or action has been <br />assessed in the following ways: <br />Conducted community engagement with the population(s) most affected by this action <br />Reviewed from similar or relevant past program or policy in Redwood City <br />Reviewed data related to a standard or emerging best practice <br />Vendor selection solicited participation by local microbusinesses, Small Business Enterprises <br />(SBEs), and/or Disadvantaged Business Enterprises (DBE, MBE, WBE, DVBE, etc.) <br />FISCAL IMPACT <br />There is no General Fund impact associated with this agreement. This contract and associated <br />administration will be funded by the Quimby Act Subdivision Parks In Lieu Fee Fund (Fund 359) – Program <br />85113. The current budget balance is anticipated to cover the planning and preliminary design costs of <br />the Waterfront Park Project. <br />A construction cost estimate will be prepared as a part of this contract and based on the park’s preliminary <br />design. It will account for habitat enhancement, park features (such as sports field and playground), flood <br />protection and sea level rise mitigation(s), and a recycled water storage tank. The construction funding <br />for flood protection and sea level rise mitigation(s) and a recycled water storage tank will be from other <br />sources. Staff will continue to pursue grant funding to deliver this project. <br />7.F. - Page 4 of 82 <br />313
