The City will determine the form(s) of the <br />restrictive covenant for the land reversion. <br />•An irrevocable offer to dedicate the property to the City <br />in the Grant Deed <br />H. Utilities/Infrastructure The Substitute Site is served by adequate utilities, streets, public <br />facilities, and other infrastructure suitable to accommodate the <br />required affordable units. The project site is located at the <br />corner of Brewster and Veterans Blvd. This site is served by <br />public streets and site walks, contains connections to water, <br />sewer, electric and gas at its property line and is under the <br />jurisdiction of City of Redwood City utilities. Rubbish removal <br />services are available and ample public transportation <br />opportunities exist immediately to the adjacent to the site. <br />I. Environmental <br />Constraints <br />As evidenced in the Phase I dated October 16, 2025 submitted <br />separately to the City, the Substitute Site is free of hazardous <br />materials or other material environmental constraints to the <br />development of affordable housing. The Phase 1 investigation <br />and limited soil sampling analysis indicated that no further <br />action is necessary for development of residential units. Eden <br />agrees to comply with all necessary regulations and approvals by <br />any applicable agency with jurisdiction over the Substitute Site <br />regarding hazardous materials. <br />J. Public Transit The Substitute Site is served by quality public transit. As shown <br />in Attachment 5 it is located within 0.5 miles of the Redwood <br />City Caltrain station located at 1 James Ave., Redwood City, CA <br />94063. See Attachment 5 for location map and schedules. <br />K. Phasing Plan See Attachment 6 for timing of the Substitute Site transfer to <br />Eden and anticipated timeline for the entitlement and <br />development of the affordable units. <br />L.
