ATTY/RESO.0052/ CC RESO APPROVING SUBSTITUTE SITE AS AFFORDABLE HOUSING SITE (705 VETERANS)(1900 BROADWAY DA) <br />REV: 07-21-26 MI <br />Page 3 of 11 <br />(g) The substitution of the Affordable Housing Site and Affordable Housing <br />Project will not be detrimental to the public’s health, safety, or general welfare; and <br /> <br />WHEREAS, pursuant to Section 2.2(D)(3) of the 1900 Broadway DA, if the City <br />Council approves Developer’s request for a Proposed Substitute Site after a public <br />hearing, references in the 1900 Broadway DA recitals to the “Affordable Site” and <br />“Affordable Housing Project” shall thereafter be replaced with the description of the <br />Proposed Substitute Site and associated affordable housing development; and said <br />amendments shall be treated as a Minor Amendment to the 1900 Broadway DA under <br />Section 8.2 of the 1900 Broadway DA. The City Manager is also authorized to execute <br />any conforming amendments to the Affordable Housing Land Donation Agreement and <br />Partial Assignment and Assumption Agreement, attached as Exhibits F and G to the 1900 <br />Broadway DA, only as may be necessary to reflect the substitution, provided that such <br />amendments be subject to approval by the City Attorney as to form; and <br /> <br />WHEREAS, on May 19, 2026 and revised on July 1, 2026, Developer submitted <br />to the City Manager an Amended and Restated Affordable Housing Plan, attached hereto <br />and incorporated hereto as Exhibit 1, which included a written request for City Council <br />approval of a substitution of the Affordable Housing Site and Affordable Housing Project <br />in the 1900 Broadway DA with the land donation of real property located at 705 Veterans <br />Boulevard, Redwood City, California (Assessor’s Parcel Number 052-412-010) to the <br />Affordable Housing Partner, for the development of seventy-five (75) affordable senior <br />residential units (“Affordable Units”), (hereinafter collectively referred to as “Substitute <br />Site”), based on Developer’s claim that the Affordable Housing Site and Affordable <br />Housing Project at 847 Woodside is no longer economically feasible; and <br /> <br />WHEREAS, the Substitute Site is located within the Mixed Use Corridor (MUC- <br />VB) zoning district and is currently developed with a six (6)-unit commercial property that <br />includes medical offices, offices and retail uses; and <br /> <br />WHEREAS, on October 17, 2025, the Affordable Housing Partner submitted both <br />an application and Notice of Intent to the City under Senate Bill 35 as amended by Senate <br />Bill 423, (collectively “SB 35”), and Government Code Section 66330 et seq. and 65941.1 <br />(“SB 330”) for streamlined ministerial review of the proposed affordable housing <br />development at the Substitute Site. Thereafter, on March 24, 2026, the Affordable <br />Housing Partner filed its formal SB 35 application, which was deemed complete on June <br />25, 2026. A Notice of Approval that the SB 35 development application met the City’s <br />objective development standards was issued on July 22, 2026; and <br /> <br />WHEREAS, on July 27, 2026, the City Council held a duly noticed public hearing <br />to consider Developer’s request for City Council approval of the 705 Veterans Boulevard <br />and the associated affordable residential development as a Substitute Site under the <br />Section 2.2(D) of the 1900 Broadway DA, which included a review of whether the land <br />donation of the Substitute Site and the Amended and Restated Housing Plan (Exhibit 1) <br />meet the requirements of the Affordable Housing Ordinance and Guidelines; and
