Notwithstanding Table 30-1, if the Review Authority for the decision is the City Engineer or Zoning <br />Administrator, the City Engineer or Zoning Administrator may refer the decision to the Planning <br />Commission at their discretion. <br />C. If an application for a subdivision map or other approval regulated by this Chapter is accompanied <br />by one (1) or more applications for other approvals or permits required by the Municipal Code or <br />the Zoning Code, the highest Review Authority shall make the decision on all applications. <br />D. The Review Authority for urban lot splits (Article XII) and ministerial approvals for development <br />projects of ten (10) units or less (Article XIII) shall be acted upon ministerially by the City Engineer. <br /> <br />ARTICLE V. - PARCEL MAPS AND FINAL MAPS <br /> [Only changes to Section 30.31] <br />Sec. 30.31. PARCEL MAP AND FINAL MAP REVIEW AND APPROVAL: <br />A. Review: The City Engineer shall review the final map or parcel map for conformance with the <br />approved tentative map or tentative parcel map, conditions of approval, and all applicable <br />requirements of this Chapter and the Subdivision Map Act. The City Engineer shall accept the map <br />and notify the City Council pursuant to subsection C below within twenty (20) days of receiving the <br />corrected map, all required certificates and submittals, and any required fees. <br />B. Dedications, and Improvement Agreements, and Maintenance Agreements, and Encroachment <br />Agreements : Dedications, and improvement agreements, and maintenance agreements, and <br />encroachment agreements associated with land development may be accepted and approved by the <br />City Engineer. <br />C. Summary Vacation of Easements: The summary vacation of easements consistent with Streets and <br />Highways Code, Chapter 4, Article 1, starting at Section 8330, may be accepted and approved by the <br />City Engineer. <br />D. City Council Notification: The City Engineer shall notify the City Council at the next available regular <br />meeting after the City Engineer receives and reviews a final map or parcel map and determines that <br />the map is technically correct. The City Council agenda shall include notice of the City Engineer's <br />pending approval or disapproval, which notice shall also be mailed to interested parties requesting <br />notice. <br />E. Approval or Disapproval: The City Engineer shall approve or disapprove the final map within ten (10) <br />days following the City Council meeting where notice was given pursuant to Subsection [D.] above. <br />F. Periodic Review: The City Council shall periodically review the delegation of authority for final map <br />and parcel map approval granted to the City Engineer.
