Credit shall not be given for site-related improvements, right-of-way dedications providing <br />paved access to the development or payments to special assessment or taxing districts. <br />2. Credits for an applicant's construction of a capital improvement included in the impact fee <br />project list shall be given when the construction is completed and accepted by the appropriate <br />governmental body. <br />3. Any claim for credit must be made no later than the time of application for a building permit. <br />Any claim not so made shall be deemed waived. <br />4.
