The Youth Member shall be eligible to serve on the Architectural Advisory Committee if they <br />meet all of the following qualifications: <br />a. They are sixteen (16) to twenty-five (25) years old at the time of appointment; <br />b. They live, attend school, or work in Redwood City or within twenty (20) miles of <br />Redwood City's jurisdictional boundary; and <br />c. They have a demonstrated interest in architecture, landscape architecture, urban <br />design, or any other design related field. <br />C. Terms of Member. The term of office each member of the Architectural Advisory Committee shall <br />be four (4) years, expiring on May 31 of the fourth year; provided, however, that appointments of <br />the Committee shall be made such that terms shall expire in even-numbered years. <br />D. Powers and Duties. <br />1. The Architectural Advisory Committee shall advise the Zoning Administrator, Planning <br />Commission, and the City Council on certain architectural matters concerning building <br />architecture and urban design. The Architectural Advisory Committee shall: <br />a. Review new building construction exceeding three (3) stories or forty-five (45) thirty- <br />five (35) feet in height. <br />b. Review requests for Downtown Precise Plan Guideline deviations, in accordance with <br />the Downtown Precise Plan. <br />c. Review projects as otherwise required by the Municipal Code, Zoning Ordinance, or <br />adopted precise plan. <br />2. The authority of the Architectural Advisory Committee shall be limited to making <br />recommendations in accordance with the foregoing and the Committee shall not be vested <br />with authority to grant or deny any entitlement or approval. <br /> <br />Sec. 2.112. BOARD OF BUILDING REVIEW: <br />A. Established, Membership. There is hereby established a City Board of Building Review which shall <br />consist of five (5) members appointed by the City Council who are qualified by experience and <br />training in the building construction fields. Members must be at least eighteen (18) years of age. <br />B. Terms of Members. The term of office of each member of the Board of Building Review shall be four <br />(4) years, expiring on May 31 of the fourth year; provided, however, that appointments to the Board <br />shall be made such that terms shall expire in even-numbered years. <br />C. General Duty, Responsibility, Power of Board. <br />1. Whenever any provision of Chapter 9 of this Code (including the codes adopted therein by <br />reference) prescribes or delegates any duty, responsibility or power upon a board of appeals <br />or board of review, the Board of Building Review shall have such duty, responsibility or power. <br />Such authority shall not extend to appeal provisions of codes adopted by reference when such <br />appeal provisions are expressly not adopted. <br />2. The Board of Building Review may recommend amendments to the City Council for any of the <br />codes adopted by Chapter 9 of this Code. Such recommendations shall be in the form of a
