Required open space may be designed so as to be accessible to the public, in addition to residents of a residential or mixed-use project. Quasi-public open space shall be accessible and fully visible from the public right-of-way. Quasi-public open space shall be located in front of buildings, and shall not be located where views of the space from the public right-of-way would be obstructed by buildings or other structures. The provision of quasi-public open space may be required at the discretion of the responsible review authority.
