REV: 07-21-26 MI <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />SCOPE OF SERVICES: <br />Consultant will facilitate the performance evaluation process for the City Manager and the <br />City Attorney, including gathering information for the evaluations, facilitating discussions <br />between the City Council and each of the council appointees, and preparing reports. <br />Consultant will perform the following project activities: <br />1. Project Initiation and Process Orientation <br />Conduct a Personnel Subcommittee to introduce the evaluation methodology, review <br />process requirements, outline key milestones, and clarify expectations for the Council, <br />appointed officials, and Consultant facilitator. <br />Address logistical considerations, confidentiality protocols, communication procedures, <br />and timeline commitments. <br />2. Orientation Meetings with Appointed Officials <br />Meet individually with the City Manager and City Attorney to outline process steps, discuss <br />expectations, and confirm the goals and format of their respective self-evaluations. <br />3. Collection of Comprehensive Self-Evaluations <br />Obtain written self-evaluation documents from each appointed official. <br />• Provide structured guidelines and support the Appointee’s reflective assessment <br />of accomplishments, challenges, and progress toward established goals. <br />4. Individual Council Member Input <br />Conduct individual interviews with each Council Member, offering flexible <br />scheduling and virtual meeting options. <br />Gather performance insights, strategic priorities, and forward-looking goals related <br />to each appointed official. <br />5. Development of the Draft Evaluation Summary <br />Synthesize all input into a comprehensive draft evaluation report for the City <br />Manager and City Attorney. <br />Integrate Council feedback into aligned “themes,” unified messages, and shared <br />goals to support clear, consistent communication.
