Page 3 of 9 <br />7.C.Approve large, recurring purchases necessary for operations in compliance with <br />the City’s Purchasing Policy <br />Recommendation: <br />By motion, approve and authorize payment of annual operating expenditures in <br />excess of $112,000 per fiscal year per vendor for Fiscal Year 2026-27 as provided <br />in Table 1, for a total aggregate not-to-exceed amount of $148,531,206. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.D.Award of contract for the 2026 Centennial Neighborhood MicroSurfacing <br />Project to improve roadway pavement, bicycle and pedestrian infrastructure <br />Recommendation: <br />By motion, authorize the City Manager to execute contract documents and award <br />the standard form construction contract for the 2026 Centennial Neighborhood <br />MicroSurfacing Project to O’Grady Paving, Inc., in the amount of $2,851,242; <br />authorize the bid alternate for microsurfacing improvements along the Broadway <br />Pedestrian Mall in the amount of $119,844; and authorize a 10 percent <br />construction contingency of $297,109, for a total authorized amount not to <br />exceed $3,268,195. <br />CEQA: <br />Categorically Exempt - Class 1. Existing Facilities <br />7.E.Approve and authorize the execution of 14 Agreements for Services for on-call <br />multi-disciplinary services for engineering and transportation services <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute the following <br />Agreements for Services: <br />1. Agreement for Services with Alisto, Inc. (Alisto) for a three-year term in an <br />amount not to exceed $450,000, with the City Manager authorized to extend the <br />Agreement for two additional one-year periods in an amount not to exceed <br />$150,000 per year, for a maximum not-to-exceed amount of $750,000; <br />2. Agreement for Services with Bureau Veritas North America, Inc. (Bureau <br />Veritas) for a three-year term in an amount not to exceed $1,700,000, with the <br />City Manager authorized to extend the Agreement for two additional one-year <br />periods in an amount not to exceed $580,000 per year, for a maximum not-to- <br />exceed amount of $2,860,000; <br />3. Agreement for Services with Construction Testing Services, Inc. (CTS) for a <br />three-year term in an amount not to exceed $700,000, with the City Manager <br />authorized to extend the Agreement for two additional one-year periods in an <br />3
