Accept the overview report, offer comments, and approve the Public Outreach Plan presented on behalf of California High Speed Rail Authority and Caltrain. (205) Malcolm Smith, Public Information Manager, introduced the item before Council. He clarified that no formal approval is required at this time and Council is merely being asked to accept the report. Mike Garvey, San Mateo County Coordinator of Public Outreach for High Speed Rail (HSR), explained that the intent is to use as much media as possible to do outreach. Mr. Garvey explained that the Environmental Impact Report will not be completed until 2011. He reassured the Council that there will be substantial civic discourse and it is his job to design an approach that fits each community. He plans to use newspapers, emails, local media, etc. He provided details on a recently formed Policy Working Group and one meeting has already taken place. Council posed questions on the proposed outreach process and how it will obtain input from various stakeholders ranging from businesses to local residents. The hot line for the project was discussed and how this number will be given out. It was suggested that he use the Chamber of Commerce as a resource. Mr. Garvey explained that in Redwood City he is looking for opportunities to meet and engage the community. One Council Member believes that it is a matter of responsibility for the City to disseminate information and possibly have a link on our website. Another Council Member reiterated that Council expects that the City will be a participant and will elicit feedback and get people involved. It was suggested that Redwood Oaks as well as other neighborhoods closer to the tracks, be contacted and notified. Another Council Member appreciated the sensitivity of a multi- lingual approach to reach different segments of the population. M/S Aguirre/Bain to accept the report as submitted. Motion carried unanimously by electronic vote. Minute-Order 09- 231 B. Finger Avenue Subdivision. Recommendation: 1. Consider the applicant's response to the City Council's August 3, 2009 direction as presented in the revised plans for a proposed residential development project at 50, 80, and 88 Finger Avenue. 2. Take action, by motion, on applicant's appeal of the Planning Commission's denial of the Planned Development Permit and make appropriate findings. 3. Take action, by motion, on the applicant's appeal of the Planning Commission's denial of the Vesting Tentative Map and make appropriate findings. Assistant City Attorney Joseph Aranda joined the Council at the dais and Mr. Yamamoto stepped down. Mayor Foust laid out the plan for the evening, explaining that staff would present first, and then the developer would share his revised plans. She explained that there would be no ceding of time and she acknowledged receipt of numerous emails on the matter. Mayor Foust added that she would open a public hearing for the revised plan and the public was free to comment on the revisions submitted by the developer.
