Mayor Foust said that she wants the PAL position to be funded in a similar manner as the <br /> Library Foundation. The Chief said that this is being looked at carefully and there is <br /> movement in that direction but it is not happening yet. Mayor Foust asked for the financial <br /> records of PAL Board including the donations and expenditures. City Manager Ingram said <br /> he would take this request on. There was concurrence from other Council Members <br /> on getting PAL's financial records. <br /> One Council Member asked for clarification on the issue of the member of the public <br /> asking about the funds for the Consent Calendar item emergency generator. City Manager <br /> Ingram explained that there are multiple funds that cover myriad of items and that is <br /> probably where the money is coming for the emergency operator. Various Council <br /> Members acknowledged a certain belligerent and unnecessary tone on the interactions and <br /> how this is not setting a good example for the youth. One Council Member clarified that <br /> the comments about Council "not caring" were incorrect because this Council does care <br /> and is invested. <br /> Various Council Members spoke about the need to compromise and work together. The <br /> Council also pointed out that the City has partnered with multiple organizations such as <br /> Redwood City 2020 and hopefully further collaborations will occur so that this position may <br /> be funded. The Teen Resource Center at Sequoia was mentioned as an example of <br /> collaborative efforts. One Council Member noted that the tone of some of the emails and <br /> speakers was somewhat forgetting the old adage "better not insult someone if you are <br /> going to ask them for something...". <br /> Council thanked the speakers for the commitment to this issue and their presence tonight. <br /> One Council Member asked the public to help by shopping local and paying parking meters <br /> because there is a direct relationship between what comes in and what goes out. She <br /> suggested moving forward with the cut and in February reviewing the situation. Vice Mayor <br /> Howard would support that position if that is a motion. Vice Mayor Howard said that <br /> respect needs to remain a constant if we want to have a conversation. She asked everyone <br /> to work together. She thanked everyone present for coming and making their voice heard. <br /> One Council Member said that all Council Members care and are parents so they have <br /> firsthand experience. He noted that the easy cuts are over and things will get tougher. <br /> Mayor Foust said she will not support the motion to cut the SRO position. She said she <br /> feels bullied tonight because of the tones of the emails received. She said that Council is <br /> funding this position for the current year and for the 2010-11 she wants it reevaluated. She <br /> said that the situation is getting uglier and San Mateo County unemployment is at 12%. <br /> She believes that leaving it alone for now is a good faith effort. <br /> M/S Pierce/Howard to adopt the resolution, removing the item on the resolution that <br /> pertains to the deletion of the SRO position in the Police Department, so the position <br /> stays but the funds will be cut from another source (same savings different <br /> sources). The Chief said that the position will stay but the loss will be covered through <br /> other savings.
