Petition to Appeal the Municipal Regional Permit (MRP) for Stormwater — Final <br /> Tentative Order NPDES No. CAS612008. <br /> Recommendation: <br /> Authorize by motion the City Manager to use his discretion in determining one of <br /> three options for filing a Petition for Review of the Municipal Regional Permit (MRP) <br /> for Stormwater (Final Tentative Order NPDES No. CAS612008) for City of <br /> Redwood City. (100) Minute Order 09-241 <br /> Marilyn Harang, Public Works Superintendent presented the report. She also introduced <br /> Richard Napier, Executive Director of C/CAG (City/County Association of Governments). <br /> She explained the consequences of these regulations and she is concerned with these <br /> unfunded mandates. She explained the issues and also thanked Mayor Foust who also <br /> testified on this matter. Ms. Harang explained that the main three concerns are with water <br /> quality monitoring/testing, maintenance issues, and meeting requirements within budgetary <br /> limitations. She asked that the City Manager be granted permission to take action on one <br /> of the options. <br /> Richard Napier, C/CAG Executive Director said staff did a great job presenting the issues. <br /> He acknowledged the issue of costly and stringent requirements. He made himself <br /> available to answer questions and he said that C/CAG will be leading this effort. City <br /> Attorney Yamamoto clarified the two components of the motion. <br /> M/S Aguirre/Bain to approve the staff recommendation and include that the City Manager <br /> be the contact person in the event of lawsuits and that he be the filer for any documents. <br /> Motion carries unanimously with Ira absent. <br /> C. Draft New General Plan — Final City Council Check-in. <br /> Recommendation: <br /> Consider update on progress made since September on the draft New General Plan <br /> and prepare for the November 23 joint meeting with the Planning Commission. <br /> Tom Passanisi gave a brief introduction presentation and the consultants were present to <br /> answer any questions. Mr. Passanisi said that 600 comments were received and that staff <br /> is working on a matrix. <br /> Ms. Brownfield went through the changes in the various elements. Ms. Jill Ekas, Planning <br /> Manager presented some of the elements. Council discussed the Draft Housing Element. <br /> The consultant explained the "walking shed map" and the Redwood Creek/Harbor Master <br /> Plan.
