The rail <br /> corridor was discussed. <br /> Ms. Ekas explained various statistics on housing, jobs and future needs. She said that <br /> modeling will be very careful because of the numbers and impacts on items such as traffic, <br /> water supply and density. Assembly Bill 162 was discussed. Council asked questions <br /> about infill developments and the possibility of a map. Staff said that the significant <br /> physical barrier is 101 and so it might not be exactly what Council is asking but it will be <br /> there. <br /> Council discussed the RHNA (Regional Housing Needs Assessment) numbers and how <br /> Redwood City focuses on this requirement. Mr. Ingram said that this will be addressed in <br /> the strategic plan context. Mayor Foust specifically asked for a map of what is on <br /> Redevelopment Area I and Redevelopment Area II. Council wanted confirmation that on <br /> Nov. 23 the changes made should be clear to the reader so Council can recognize its <br /> imprint/input. <br /> Various financial indicators were discussed such as Beacon Economics and forecasting <br /> tools. The senior population segment was discussed and the consultant provided details on <br /> what has been added to the plan. The consultant then explained the timeline and how <br /> some of the Environmental Impact Report sections have already been drafted. Council <br /> asked for a status update on the Precise Plan and its interrelationship with the General <br /> Plan. Ms. Ekas provided details on the matter and how staff is addressing the two Plans. <br /> She anticipates that a Study Session will take place on the Precise Plan. <br /> Mayor Foust said that she would like to explain to the public when the Council is not on <br /> budget or on schedule. She wants to be clear about the reasons that leading to delays. <br /> City Manager Ingram explained that the Strategic Plan will be before Council at the same <br /> meeting that the General Plan will be before Council. <br /> 8. MATTERS OF COUNCIL INTEREST <br /> A. Legislation (information only) - This sub-section involves possible discussion of <br /> City Position on Proposed Legislation described in the League of California Cities <br /> City Advocate Weekly Issue No. 41-2009 and No. 42-2009. Council may direct <br /> staff to act on positions taken by Council. (Copies of League of California Cities <br /> City Advocate Weekly available in the City Clerk's Department). <br /> B. City Council Member Report of Conference/Meeting Attendance. <br /> C. Council Reports on Committee Meetings Attended. <br /> 1.
