Three <br />separate application packages will be prepared (for the Redwood Shores levee system, the <br />City of San Carlos levee system, and the San Carlos Airport levee system). The scope of work <br />includes the services of BKF Engineers and ENGEO as Subconsultants to M&N. A detailed <br />scope of work is provided below and a fee estimate along With supporting proposals from <br />ENGEO and BKF are attached. <br /> <br />BACKGROUND <br /> <br />We recently completed a Preliminary Coastal Engineering Assessment Report (April 2009) for <br />the City. The coastal engineering assessment was performed to evaluate FEMA-required crest <br />elevations for the Redwood Shores levee system, and to identify deficiencies in the levee <br />system utilizing the most recent FEMA guidance. The Preliminary Coastal Assessment Report <br />identified deficient areas along with mitigation concepts to assist the City with removal of the <br />Special Flood Hazard Area recently designated by FEMA. A key finding of the report was that <br />the combined 1 % annual chance of flooding event, which FEMA bases their levee certification <br />criteria on, is significantly influenced by exposure to wind waves and the probability of <br />simultaneous occurrence of high water levels and wind waves in the area. An additional <br />memorandum was provided for the San Carlos Airport levee segment describing a flood <br />barrier system along with preliminary storm monitoring, deployment protocol, and operations <br />and maintenance procedures for the flood barrier system. <br /> <br />SCOPE OF WORK <br /> <br />The overall scope of work is based on the following key assumptions. <br /> <br />1. Three separate certification packages will be prepared, one each for the following: <br /> <br />· Redwood Shores Levee System, which will be certified by the City of Redwood <br />City; <br /> <br />· San Carlos levee segment between the Doubletree Hotel and the Airport, which <br />will be certified by the City of San Carlos; <br /> <br />· County of San Mateo levee segment fronting the San Carlos Airport, which will <br />be certified by San Mateo County. <br /> <br />2. Since the Coastal Flooding Study by M&N, the Interior Drainage Study by BKF, and the <br />Geotechnical Study by ENGEO address the entire Redwood Shores peninsula, they <br />
