<br />Grace Le, Redwood City <br />Redwood Shores Levee Certification Proposal <br />September 15,2009 <br />Page 2 <br /> <br />~~ <br /> <br />will serve as stand-alone documents, which will become part of each of the three <br />certification submittal packages. <br /> <br />3. The Operations and Maintenance (O&M) Manual prepared by the City of Redwood City <br />will be utilized for both City-certified submittal packages (Redwood City and San <br />Carlos). A new O&M Manual for the County levee segment will be prepared by M&N <br />based on discussions with FAA, FEMA, San Mateo County, and Redwood City. <br /> <br />4. We have assumed that the existing interior drainage system provides the required 100- <br />year level of protection, and mapping will not be needed. Also, that the facilities owned <br />by City of Belmont (Island Park and Belmont Creek) are deemed to be adequate and <br />flood risk evaluation is not needed <br /> <br />5. We assume that evacuation plans, if requested by FEMA, exist on file with the City of <br />Redwood City, or can be prepared as a supplement to this scope of work. <br /> <br />6. One hardcopy and one electronic copy for each of the 3 packages will be provided to <br />the City of Redwood City for distribution and coordination with the other certifying <br />agencies. <br /> <br />A detailed scope of work based on guidance issued by FEMA in CFR 65.10 is provided below. <br /> <br />Task 1: Coastal Engineering Study <br /> <br />The Preliminary Coastal Engineering Assessment Report provided alternative closure <br />concepts around the non-Redwood City levee segments. The report will be updatedlrevised to <br />replace those sections with the current proposed project definition (build up San Carlos levee <br />segment, and describe closure device for County segment). <br /> <br />The earlier recommendations to build up the deficient levee segments will be replaced with <br />design information from BKF's bid document package, and the options for a flood wall along <br />Pico Blvd will be replaced with the closure device information for the San Carlos Airport <br />segment (provided earlier as a memo to you). <br /> <br />Task 2: Interior Drainage Study <br /> <br />An Interior Drainage Study will be prepared by BKF Engineers and will become part of all three <br />Levee Certification packages. The Interior Drainage Study includes the following tasks: <br /> <br />1) Assess System Reliability <br /> <br />Existing Lagoon and pump station operating procedures will be reviewed. Meetings will <br />be held with Redwood City staff to discuss Lagoon and Pump Station operation. BKF <br />will discuss starting water levels in the Lagoons, including measures to drawn down <br />storage in anticipation of major storm events. <br /> <br />BKF will review the pump station operation and maintenance records and PG&E power <br />supply reliability for the following pump stations: <br /> <br />· Lagoon Discharge #1 <br />· Storm Pumps Area A <br />· Lagoon Discharge #3 <br /> <br />M:\2009 Proposa/s\09545 Redwood Shores Levee Certification\GLe_Scope_9-14-09.doc <br />
