This resolution was submitted to the House by,Congressmaii John F. <br />Shelley as House Resolution #502, Congressman John J. Allen as <br />House Resolution #495, and Congressman William Mailliard as House <br />Resolution #499. <br />H. RES. 502 <br />83d Congress <br />2d Session <br />IN THE HOUSE OF REPRESENTATIVES <br />April 6, 1954 <br />Mr. SHELLEY submitted the following resolution; which was referred <br />to the Committee on Merchant Marine and Fisheries <br />RESOLUTION <br />WHEREAS the private ship construction and ship repair <br />yards in. the United States are declining in activity <br />so rapidly that the degree of activity that will <br />remain is doubtful; and <br />WHEREAS a sufficient number of well dispersed yards <br />is necessary to construct and service the ships of <br />the merchant marine and to form a necessary part <br />of the mobilization base required in emergencies; and <br />WHEREAS the organizations and skills of the industry <br />are being; lost and dissipated to a degree that a <br />nucleus sufficient to constitute such a mobiliza- <br />tion base will not remain: Now, therefore, be it <br />RESOLVED, That it is the sense of the House of <br />Representatives that the problem of maintaining private <br />shi?o construction and repair yards in sufficient size <br />and numbers should receive immediate study and that <br />action should be proposed that will prevent the ship- <br />yards from falling below a level of activity sufficient <br />to service the ships of the merchant marine and to <br />provide an acceptable mobilization base in times of <br />emergency. <br />oeiu 29 --afl <br />
