<br />2. Environmental Review Requirements <br />Prior to execution of the funding agreement, HUD required Environmental Review clearance <br />must be completed. Non-staff costs incurred by the County to prepare the HUD-required <br />environmental review under the National Environmental Protection Act (NEP A) shall be paid by the <br />County from the proceeds provided under this Agreement. Should the environmental <br />review determine there are environmental issues that cannot be addressed or mitigation measures <br />that cannot be met in accordance with NEP A standards, this Agreement shall be terminated under <br />its terms and conditions. <br /> <br />fc1 <br /> <br />3. Monitoring <br />Notwithstanding Section 13: Retention of Records, Right to Monitor and Audit, upon <br />completion of the project, a comprehensive monitoring review throughout the affordability <br />period will be conducted for all projects periodically according to HUD requirements. <br />Monitoring visits will require the following: <br /> <br />INITIAL <br /> <br />~ On site inspections of all units/common areas and resident files. All units <br />and files need to be accessible during the monitoring visit for random <br />sampling. <br /> <br />~ Verification of contractor-completed Tenant Profile form, as applicable, <br />required by HUD containing demographics such as race/ethnicity and <br />income verification. If a resident refuses to provide race/ethnicity, the <br />contractor can make a visual observation and note in the application that <br />the resident declined to answer. Income verifications should be completed <br />on an annual basis. <br /> <br />~ Compliance with applicable property standards. <br /> <br />{Gl <br /> <br />INITIAL <br /> <br />4. Mandatory Acknowledaement of Funder: <br />All projects/programs receiving any type of funding assistance and or substantial technical <br />assistance through the County of San Mateo Department of Housing will be required to state <br />such in any advertising, marketing, DubUc Dresentations, press releases, written materials or <br />project descriptions. Such acknowledgement should also identify the u.S.
