9A
Page 1 0

The League and CSAC have developed a toolkit to help share this information. The toolkit,
posted at www.cacities.orallocalstreetsandroads, includes:
. A fact sheet;
. FAQs;
. A sample press release;
. A sample PowerPoint presentation; and
. A sample resolution for your city to adopt.

The assessment Is the first in an ongoing study of local pavement conditions and essential
components. Currently, there is not a comprehensive and systematic statewide approach to
quantify local streets and roads needs statewide.

The assessment captures data for more than 93 percent of local streets and roads In California,
with 85 percent of data coming from industry recognized pavement management systems. It was
made possible through contributions from individual cities and counties.

For more information, please contact Dorothy Johnson (diohnson@cacitles.ora) or Jennifer
Whiting Ciwhitina@cacities.ora).

'Jobs' Continued from Page 1...

The act addresses a broad spectrum of programs including transportation, public safety, natural
resources, housing, and direct job training and represents significant augmentations for
previously established federal grant and loan programs, including those created by the American
Recovery and Reinvestment Act of 2009 (ARRA).

Many of the grant opportunities carry the same stringent reporting requirements, demand for
transparency, and tight timelines that include "use it or lose it" provisions. City officials are
encouraged to refer to the League's City Funding Book
lhttc:/lwww.caclties.ora/lndex.isc?disclavtvce=11 &storv=27580} as a reference for individual
program explanation.

The bill language is available at:
htto:llwww.rules.house.aov/111/LeaText/111 hr2847hamndsamnd.cdf

In addition to providing financial support to federal, state, and regional agencies, the act provides
an Important extension to the would-be expired Safe Accountable Flexible Efficient Transportation
Equity Act - A Legacy for Users (SAFETEA-LU) federal transportation program through Sept. 30,
2010, and restores $20 billion to the Highway Trust Fund.

The U.S. Senate is organizing its own jobs package which is expected to be taken up in January
2010. The League will continue to analyze the House bill and the Senate's proposal to keep local
officials apprised of possible grant opportunities for their cities.

The following list of programs are provided as areas of note.

Public Safety

The program seeks to stabilize public service jobs by providing direct grants to state and local
agencies for the hiring or re-hiring of positions recently lost due to economic downturn:
. $1.18 billion for COPS to fund the hiring or re-hiring of law enforcement officers;
. $500 million in Firefighter Assistance Grants to hire, re-hire, and retain firefighters, with
any unused fund directed to equipment grants;
. $55 million for wildland fire management, including fuels reduction for national and state
lands; and
. Other funding eligibility for resources and land management involve partnerships with the
state and local groups that serve young adults and underserved populations, such as
Youth Conservation Corps and Student Conservation Association.

3
