<br />6.1C <br />Page 2 <br /> <br />The proposed customer site retrofit project, Retrofit Bid Package 4 (project area map <br />attached) is the fourth retrofit project designed to expand the delivery of recycled water to <br />new commercial irrigation and city roadway landscape customers in the Seaport area. The <br />project consists of converting 25 existing irrigation systems at nine sites that currently use <br />potable water to recycled water. The construction is expected to be completed within 150 <br />days from the notice to proceed. <br /> <br />The 11 bids received at the bid opening on December 16, 2009, are summarized in the <br />table below. <br /> <br /> <br />Bid Amount <br />$242 500.00 <br />$256,962.00 <br />$298,800.00 <br />$312,000.00 <br /> <br />$314,134.00 <br />$316269.00 <br />$350,473.00 <br />$351,750.00 <br />$384,000.00 <br />$405,282.00 <br />$455,000.00 <br /> <br /> <br />;:sEstfmate <br /> <br />$383000~OO <br /> <br />Recommended Bidder: Pacheco Brothers Gardening, Inc. of Hayward. <br /> <br />Substantiation: Pacheco Brothers Gardening, Inc. of Hayward is the lowest responsive and responsible <br />bidder. <br /> <br />The low bid of $242,500.00 from Pacheco Brothers Gardening, Inc. is 37% lower than the <br />engineer's estimate of $383,000.00 for the cost of construction. Staff attributes the <br />significant variance to a highly competitive bidding environment due to the depressed <br />economy. Based upon this reason and our careful review of the bids received, staff <br />believes that the low bid of $242,500.00 is reasonable and responsive, and recommends <br />awarding the contract to Pacheco Brothers Gardening, Inc. of Hayward, CA. <br /> <br />AL TERNA TIVES <br />Council may choose not to award the contract for the Redwood City Recycled Water <br />Project - Phase I - Seaport Customer Site Retrofits - Bid Package 4 Project, and direct <br />staff to redesign and/or resolicit bids for this project. <br /> <br />FISCAL IMPACT <br />Funds for the proposed construction contract are available from the Water Revenue Bond <br />proceeds. The city has issued a series of Water Revenue Bonds totaling $72 million to <br />finance Phase 1 of the Recycled Water Project. Available project funds, less unattributed <br />interest, total $5,440,249.09 as of November 30, 2009. <br />
