<br />REPORT <br /> <br />6.28 <br />age 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />January 11, 2010 <br /> <br />SUBJECT <br />Perimeter Fence for the Phil Shao Memorial Skate Park at Red Morton Park <br /> <br />RecoMMENDATION <br />1.) Authorize, by resolution, amendment of the Fiscal Year 2009-2010 Capital <br />Improvement Program to approve and provide appropriation in the amount of <br />$100,000.00 to construct fencing around the skate park facility at Red Morton Park. <br /> <br />2.) Approve, by motion, award of the construction contract for this project to All Fence <br />Company, Inc. of Redwood City in the amount of $79,732.00 and authorize the City <br />Manager to (a) execute the contract, and (b) increase the contract amount, if necessary, <br />up to 10%. <br /> <br />BACKGROUND <br />The Phil Shao Memorial Skate Park facility was constructed in 2003 for exclusive use <br />by skateboard enthusiasts. Unintended use of the facility by "BMX" motor <br />cross/freestyle bicyclists remains a safety concern of park users and parents. Three <br />community meetings to address this issue were conducted during the summer of 2007. <br />Meeting participants largely concurred with staff's proposal to fence the perimeter of the <br />skate park as a deterrent to bicyclists while developing other venues for motor <br />crosslfreestyle bicycle activity. The Parks, Recreation, and Community Services <br />Commission expressed support of fencing the skate park on September 26,2007. <br /> <br />The proposed enclosure is a six-foot high industrial grade ornamental black steel fence <br />that will ring the perimeter of the facility. The enclosure incorporates an entrance that is <br />very difficult to navigate with a bicycle. Enclosing the skate park will provide for a more <br />orderly activity area as patrons will enter and exit at a specific point rather than access <br />from all points. Enclosing the skate park will also provide a means to restrict all access <br />to the skate park when necessary. <br /> <br />Because the anticipated cost of this construction is less than $100,000.00, public <br />bidding of this project is not required. Rather, bids were solicited from responsible <br />contractors. The three (3) bids received by staff are as follow. <br /> <br />Bidder Bid Amount <br />All Fence Company, Inc. - Redwood City $79,732.00 <br />Ahlborn Fence & Steel, Inc. - Santa Rosa 95,574.00 <br />Northern California Fence Co. - Redwood City 97,432.00 <br />Enaineer's Estimate $80,000.00 <br />Recommended Bidder: All Fence Company, Inc. of <br />Redwood City. <br />Substantiation: All Fence Company, Inc. of Redwood City Is <br />the lowest responsive and responsible bidder. <br />
