The <br />site is owned by Cargill. The site is currently used as a salt-harvesting facility, and <br />consists largely of salt ponds. <br /> <br />DMB's proposal, called the "50/50 Balanced Plan," would convert roughly half of <br />the site into a mixed-use residential community. The other half of the site would be <br />devoted to various open-space uses; of this, approximately 400 acres would be restored as <br />tidal marsh. <br /> <br />The City has asked us, through Hart Howerton, to perform a "Tier I" analysis of <br />jurisdictional issues. This analysis consists of the following steps: <br /> <br />(1) Identifying the Federal, State or local agencies that may have significant <br />jurisdiction or permitting authority over the project, <br /> <br />1 <br />
