<br />Saltworks Proposa/- Transportation Group Summary Report (22 January 2010) <br /> <br />7A - ATTACHMENT NO.4 <br />Page 9 <br /> <br />understanding of the project and its transportation components, and obtaining and reviewing additional available <br />information and data from DMB based on those requests. <br /> <br />The information provided was used to evaluate the proposed transportation and circulation sections. Fehr & Peers <br />compared the Saltworks information to common industry standards, information from similar development <br />projects, and available research on transit usage and large-scale mixed-use developments. Planning level <br />analyses were performed by Fehr & Peers to test some of the key assumptions used by DMB to prepare the <br />Transportation and Circulation summary report. <br /> <br />It should be noted that the Tier One analysis focused on the content and adequacy of the application and did not <br />involve performing detailed analysis of project specific impacts to the transportation system. In order to evaluate <br />the specific transportation impacts of a project of this type and scale on both the local and regional transportation <br />systems, it will be necessary to prepare travel demand forecasts that can capture the regional and local changes <br />in travel patterns, estimate transit ridership, and account for potential shifts to alternative modes of travel due to <br />the specific characteristics of the Saltworks proposal. There are two existing models that could be used to <br />develop travel demand forecasts for the project for a CEQA analysis; however, neither of these models currently <br />includes all of the necessary features required to produce forecasts for this type and size of development. <br />Therefore, the Tier One analysis is based on high-level planning estimates of trips generated by the project and <br />does not present intersection or roadway analyses. This is discussed further in Chapter 3 of this document. <br /> <br />1.4 TRANSPORTATION GOALS AND OBJECTIVES <br /> <br />The City of Redwood City used the following guiding principles from its General Plan to define the Goals and <br />Policies related to the future transportation system and land uses in Redwood City that are applicable to the <br />Saltworks proposal: <br /> <br />. "Work actively to develop attractive and convenient transportation alternatives, including transportation <br />hub and ferry system." <br /> <br />. "Design for active and safe pedestrian and bicycle-friendly streets and public spaces." <br /> <br />. "Plan for sustainable open space, water, energy, and air quality within our finite resources." <br /> <br />. "Strengthen economic vitality to provide jobs, services, housing revenues, and opportunities." <br /> <br />The specific Circulation Goals outlined in The Built Environment Section of the new Draft General Plan document <br />(November, 2009) are: <br /> <br />Goal BE-25: Maintain a local transportation system that balances the needs of bicyclists, <br />pedestrians, and public transit with those of private cars. <br /> <br />Goal BE-26: Improve walking, bicycling, and electric scooter facilities to be more convenient, <br />comfortable, and safe, and therefore more common transportation modes in <br />Redwood City. <br /> <br />Goal BE-27: Create conditions to improve utilization of existing public transportation services to <br />increase ridership. <br /> <br />Goal BE-28: Provide maximum opportunities for upgrading passenger rail service for faster and <br />more frequent trains, while making this improved service a positive asset to Redwood <br />City that is attractive, accessible, and safe. <br /> <br />Goal BE-29: Maintain the City's street network to promote the safe and efficient movement of people. <br /> <br />Goal BE-30: Provide for safe and efficient movement of goods to support commerce and industry. <br /> <br />2 <br />
