<br />Saltworks Proposal- Transportation Group Summary Report (22 January 2010) <br /> <br />7A - ATTACHMENT NO.4 <br />Page 1 0 <br /> <br />Goal BE-31: Encourage developments and implementation of strategies that minimize vehicle trips <br />and vehicle miles traveled. <br /> <br />In order for the City to achieve these transportation and circulation goals, there are approximately 100 individual <br />policies that provide guidance related to the goals. <br /> <br />The overall goals and objectives of the Saltworks Transportation Plan, as paraphrased from the Applicant's <br />Statement of Justification and supplemental materials, are: <br /> <br />1. Enhance overall connectivity of the City of Redwood City to the greater Bay Area region by <br />improving regional access, mobility, and safety for both residents and commuters into Redwood <br />City. <br /> <br />2. Provide for a balancing of local jobs and housing units linked to demographics, salaries, etc. to <br />reduce vehicle miles of travel (VMT) and associate green house gas (GHG) emissions. <br /> <br />3. Provide a compact urban form that minimizes the need for single occupancy automobile trips and <br />fully accommodates other modes of travel. <br /> <br />4. Design the land use and urban form to achieve a level of density to support an internal transit <br />system and attract further investment in the external transit system. <br /> <br />5. Minimize travel distance and maximize travel choices for site residents associated with accessing <br />employment, shopping, recreation, and attending to daily needs. <br /> <br />6. Minimize the impact of development on the surrounding road and highway systems. <br /> <br />7. Provide superior accessibility, connectivity, and mobility for non-auto oriented trips. <br /> <br />8. Build linkages that connect Saltworks and adjacent recreational opportunities to downtown <br />Redwood City and within the Bayfront Area. <br /> <br />9. Work with transportation agencies to enhance the connection of the local transportation system to <br />the regional system. <br /> <br />In terms of the broad transportation goals, the project utilizes many of the City's stated transportation goals such <br />as supporting the use of alternative modes, reducing single occupant auto trips, reducing regional VMT and GHG <br />emissions, providing a permanent transit system, and creating a transportation management agency to implement <br />transportation demand management. There are some areas where aspects of the project may conflict with <br />specific policies such as reducing speeds and cut-through traffic on local streets (BE-29.2); avoiding conflicts <br />between trucks, pedestrians, bicycles, and transit (BE-30.1); and maintaining truck access to the Port of Redwood <br />City (BE-30.3). Where conflicts have been identified between the new Draft General Plan and the Saltworks <br />application, they are called out in the following sections of this report. <br /> <br />1.5 EXISTING TRANSPORTATION SETTING <br /> <br />The scope of the Tier One analysis is focused on the adequacy of the information contained in the Saltworks <br />application and SOJ. However, it is useful to understand the current operations of the local and regional <br />transportation network that would directly connect to, and serve, the proposed project in order to evaluate their <br />ability to accommodate added traffic. The Redwood City new Draft General Plan provides a description of the <br />existing conditions on the adjacent transportation network. <br /> <br />Roadway and intersection operations are typically evaluated based on Level of Service (LOS), which compares <br />the demand to the capacity of a roadway or the amount of delay-per-vehicle at an intersection. The new Draft <br />General Plan included the Woodside Road and Whipple Avenue corridors as well as over 30 intersections <br />throughout the City including key intersections adjacent to the US 101 corridor. In addition, the new Draft General <br />Plan analysis evaluated US 101 between Marsh Road and Ralston Avenue. Based on the existing conditions <br /> <br />3 <br />
