<br />7A - ATTACHMENT NO.2 <br />Page 35 <br /> <br />to consult with Caltrans with respect to a project's potential impacts on State highways. <br />(Pub. Resources Code, ~ 21083.9.) Consultations must include a "scoping meeting," <br />with invitations extended to the regional transportation planning agency and to bordering <br />cities and counties. (Ibid.) <br /> <br />Caltrans often is an active participant in the CEQA process. Caltrans frequently <br />provides input regarding the geographic scope, methodology, and criteria used for traffic <br />studies. Often, Caltrans provides input on the adequacy of proposed road improvements. <br /> <br />The Saltworks proposal may have significant impacts on the State highway <br />system. The extent and nature of these impacts have not been determined. Nor have <br />proposed road improvements been identified. The application materials submitted by <br />DMB contain limited information on this issue; the materials state that such analysis will <br />be performed in connection with the preparation of an EIR. (Environmental Assessment, <br />p.12.) <br /> <br />In the event the project moves forward, we recommend seeking Caltrans review <br />concerning the proposed scope of work and methodology for traffic studies prepared for <br />the project. We also recommend consulting with Caltrans regarding the analysis of <br />impacts and identification of mitigation measures for the project. <br /> <br />E.
